Knowsley’s HAF programme relies on providers in the community to deliver quality activities that help Knowsley’s young people to: eat, move, learn, create and connect.

HAF 2023 – more vital than ever

As more families are pushed into fuel and food poverty during the cost of living crisis, HAF provider delivery across Knowsley will enable children and young people eligible for FSM’s to enjoy a FREE healthy meal and FREE access to a range of quality enriching activities, camps and experiences in neighbourhoods across Knowsley.

Knowsley HAF Delivery in Focus for 2023

Before completing your Grant Application, we strongly advise you to make contact and establish a relationship with schools near to your proposed activity venue.

One Knowsley will only fund proposals which:
– clearly identify how places will be targeted at children and young people who are eligible for FSM’s
– provide at least one quality, healthy meal a day
– provide food in line with School Food Standards (including snacks)
– provide food in line with appropriate legislation, policies, procedures and guidance
– utilise a food supplier registered with Knowsley Council Food Hygiene Rating Scheme.

We welcome applications where healthy food preparation is incorporated into practical activities or workshops for children, young people and families.
We also welcome applications incorporating a variety of creative curriculum activities including; arts, dance, drama, science and technology.

What kind of activities can HAF 2023 fund?

HAF sessions must provide a free nourishing meal with each activity.
Sessions should also provide children and young people who are eligible for FSM’s with the opportunity to :  learn, move, create, connect and thrive.

Sessions may explore a range of themes including, but not limited to;
– Arts and culture (e.g. creative writing, music classes, circus skills, dance, drama, gallery visits, sewing, lego building)
– Food and nutrition (e.g. guessing and sampling healthy fruit and veg, creating a healthy food alphabet, cookery classes, planting seeds)
– Heritage and history (e.g. museum visits, exploring local history or cultural history)
– Health and wellbeing (e.g. educational sessions exploring physical and mental wellbeing, junior first-aid, mindfulness, Eatwell plate) 
– Outdoor and environmental education (e.g. environmental arts, nature crafts, animal and plant identification, den-building, outdoor healthy cooking)
– Physical activities or sports activities (e.g. active play, gymnastics, ultimate frisbee, swimming, tennis)
– Science (e.g. building bird boxes/feeders or insect hotels for local wildlife, building paper bridges, chromatography, solar systems)

Notification of HAF Grant Awards
Following a multi-agency panel to determine which applications best meet the criteria for HAF funding, successful HAF Provider applicants will receive a formal grant offer letter from One Knowsley.

HAF Grant Payments

One Knowsley will pay HAF grant funding to providers in two instalments. With 70% to be paid via BACs transfer before the start of the programme.

The provider must sign and return the One Knowsley Standard Terms and Conditions to the Grant Offer. If you are a new provider we will also ask you for a bank statement dated within the last three months of your application.

The outstanding amount will be awarded following successful provider completion of evaluation, monitoring and rigorous financial scrutiny as determined in your grant award terms and conditions.


HAF Monitoring and Evaluation

All grant applicants must submit robust and clearly evidenced programme and monitoring information in a timely manner. This includes daily evidence of: numbers of beneficiaries, eligibility for free school meals and SEN participants.

All grant applicants must also provide photographic evidence (with consent) and qualitative feedback from participants.

HAF Finance Information

HAF grant funding is provided by the Department for Education. It is of paramount importance that this public money should be spent in a targeted, appropriate manner. HAF grant funding will not support programmes or activities that cannot evidence in full how they will meet the identified needs of the beneficiaries as well as delivery.

All grant applicants must complete and submit a comprehensive Winter Supporting Budget and Finance Document to support a grant application and send by email to: HAFApplications@OneKnowsley.org

Providers must detail all planned financial expenditure incurred as part of the Grant application submission, Grant Award Letter and One Knowsley’s Terms and Conditions.

We reserve the right to request invoices or receipts to evidence that Knowsley HAF grant funding has been spent for the purposes intended. For the same reason, we reserve the right to audit programme delivery.
